When Are ATA Carnets Used?

Carnets are extremely helpful to companies that import and export goods to foreign countries because they allow the organizations to bypass duties and import taxes from the carnet country for one year’s time.  Companies simply present their ATA Carnets to foreign customs.  ATA Carnets are used for re-importation into the U.S. and imports into foreigh countries.  They also serve as the U.S. Certificate of Registration of goods (CBP 4455).  

ATA Carnets can apply to most merchandise including equipment and products.  Some merchandise covered by an ATA Carnet are trade tools, products for conventions and exhibitions, and commercial samples.  Consumer goods, like food, seeds, explosives, postal items, and disposable goods are not allowed to travel under an ATA Carnet.

Where are ATA Carnets Available?

At this time, 87 countries and territories accept ATA carnets.  Each carnet is valid for 1 year from the time it is issued.  The only exception is for Exhibitions and Fairs which allow validity for 6 months (some countries may make exceptions including:  Korea, Malaysia, Mexico, and Singapore). 

While U.S. customs officials have the right to limit validity of an ATA Carnet, this is pretty rare.  Once ATA Carnets are issued, they may be used multiple times, in multiple countries, during the validity period.   Split shipments may also be allowed, but items may not be added to the General List once an ATA Carnet has been issued.  Mexico, Bahrain, Qatar and the United Arab Emirates do not allow split shipments at this time. 

Where Can an ATA Carnet Be Used?

Below is the list of 87 countries and territories that accept ATA Carnets.  Countries that have an * are part of the European Union (EU). An ATA Carnet holder may encounter claims fees in the EU if merchandise is not properly imported from one EU country to another.
